MPIPHP Announces Changes to Benefit Contribution Rates

MOTION PICTURE INDUSTRY PENSION & HEALTH PLANS
New contribution rates, new rate groups, and hourly guarantees.  

Effective July 29, 2018, the total composite hourly contribution rate to the MPI Pension and Health Plans increases to $7.2775 per hour for individuals employed under the terms and conditions of the applicable Basic Crafts contracts and the IATSE Basic Agreement.  This rate reflects the increase in the MPI Active Health Plan contribution rate of $0.75 per hour.

Effective July 29, 2018, the C.S.A.T.F. contribution rates change as follows:

• IATSE, 399 Drivers & All Others: $0.53 per hour
• Lab Employees: $0.0150
• Location Managers: $0.1988
• Costume Houses: $0.2400
• 871 Amendment Agreement: $0.0820
• 871 Script Coordinators & Writers’ Room Assistants: $0.0708
• 839 Animation: $0.0900

In order to accommodate this new Active Health Plan rate for these employers, we updated and created the following rate groups:

• Rate Group 40
• This rate group accommodates the above-referenced hourly rate and must be used when reporting hours and IAP percentage contributions as outlined in the governing contract(s) with the Unions & the AMPTP.

• Rate Group 39
• This rate group accommodates the above-referenced hourly rate and must be used when IAP Percentage Contributions are not due.
• Please use this rate group when reporting contributions for Script Coordinators & Writers’ Room Assistants for the period of 07/29/2018 – 02/02/2019.  It is important to note IAP percentage contributions are due for these classifications as of 02/03/2019. Please use rate group 40 to report these two classifications for work performed on or after 02/03/2019.

• New Rate Group 16 (New Media)
• For individuals employed on covered New Media Productions budgeted at $25,000 or less per minute under the terms and conditions of the Sideletter re: Productions Made for New Media, the total composite hourly contribution rate increases to $5.471 per hour.  This rate reflects a $0.75 per hour increase in the MPI Active Health Plan contribution rate. Please use Rate Group 16 to report this rate.

Please use the above rate groups for employers that are NOT major studios for dates worked on or after July 29, 2018.

Individual Account Plan Contributions (“IAP”):

Basic Craft Unions:

IAP percentage contributions shall remain at seven percent (7%) of the applicable scale Regular Basic Hourly Rate of Pay for the period of July 29, 2018 to August 3, 2019.  

IATSE Basic Agreement:

IAP percentage contributions shall remain unchanged at six percent (6%) of the applicable scale Regular Basic Hourly Rate of Pay for the term of the agreement.  

Local 399 Drivers “Black Book” ONLY:

The hourly Individual Account Plan (“IAP”) contribution rate for Transportation Coordinators, Stunt and/or Blind Drivers, Ramrods or Trainers of Domestic Livestock increases to $2.55 per hour effective July 29, 2018.  IAP percentage contributions for all other classifications shall remain at seven percent (7%) of the applicable scale Regular Basic Hourly Rate of Pay for the period of July 29, 2018 to August 3, 2019.

On-Call Guarantee Changes for the IATSE & Basic Crafts:

In addition, effective July 29, 2018, for six (6) days worked by an “on-call” employee, the hours increase from sixty-seven (67) hours to seventy-two (72) hours.  For seven (7) days worked, the hours increase from seventy-five (75) hours to eighty-four (84) hours.

Contributions for “on-call” employees for the sixth day not worked on distant location will remain unchanged at seven (7) hours, and the number of hours for contributions for the seventh day not worked on distant location shall remain unchanged at eight (8) hours.

NON AFFILIATE CONTRIBUTIONS (as of July 29, 2018):

The $0.75 hourly increases outlined below apply to all employers (including major studios).

• Rate Group 46 (Code 59 Accountants)
• The new total composite hourly rate increased to $8.7775 per hour.  This rate reflects a $0.75 per hour increase in the MPI Active Health Plan contribution rate.
• Attached please find Attachment I of the Non Affiliate Production Accountant Designation.

• Rate Group 47 (Code 79 Producers & Code 89 Freelance Post Production Supervisors)
• The new total composite hourly rate increased to $8.7775 per hour.  This rate reflects a $0.75 per hour increase in the MPI Active Health Plan contribution rate.
