    Film & TV Production Tax Incentive Updates: June 2025

    Tax credits and incentives are a powerful way to maximize your production’s budget. Below are the latest film and TV production tax incentive highlights for June 2025.

    Texas

    Increased funding makes Texas more competitive 

    Texas lawmakers approved a significant boost to the state’s production incentives, with legislation allocating $300 million biannually. With public encouragement from celebrities such as Woody Harrelson and Matthew McConaughey, supporters say that this bill will help retain productions that may otherwise leave the state. 

    The $1.5 billion program takes effect September 1, 2025.

    Montana

    Significant updates to the Media Production Credit Program

    Montana’s Senate Bill 326 introduced a new 30% tax credit for compensation paid to Montana resident veterans and Native American individuals working on eligible productions, with a cap of $150,000 per person. 

    Eligibility now extends to unscripted television and documentary projects, and the program cap has remained at $12 million. To qualify, productions must conduct 60% of their principal photography in the state of Montana, and claim all credits in the year of spend.

    Louisiana 

    Louisiana Economic Development takes on state film tax credit program

    Senate Bill 232 has been officially signed by Governor Landry of Louisiana, and passed control of the state’s program to Louisiana Economic Development (LED). Beginning July 1, 2025, per project caps and per person wage limits will be removed. 

    Supporters are hopeful that the change will allow the state to respond quicker to industry trends and updates, and establish itself as a significant competitor against large-scale productions.

    Nevada 

    Bill 238 failed, and is out of consideration until 2027

    To refresh: Assembly Bill 238 was a legislative effort to expand Nevada’s film tax credit program, tied to the development of Summerlin Studios in Las Vegas, and authorizing up to $95 million in annual tax credits over 15 years. This would have been one of the country’s largest state film tax credit programs. 

    After narrowly passing the Assembly in a 22-20 vote, the Senate ultimately did not vote on the bill. As a result, the bill died without a vote and cannot be reconsidered until 2027 unless the governor calls for a special session.

    Oklahoma  

    New Broken Arrow film incentive program approved

    The Broken Arrow City Council has approved a $100K pilot film incentive program aimed at attracting film productions to the city. With a 10% rebate on local spend and a 10-20% rebate on production space used during filming, this program is hoping to both benefit the local economy and establish the city as a film production destination.

    Other updates to keep an eye on

    Alaska: The Alaska Film Production Promotion Program, created through House Bill 113, proposes a 25% base credit on qualified expenses with a proposed $20 million annual cap. The bill is currently in review under the House Finance Committee.

    California: The timing of California's film tax credit expansion is still up in the air. While confidence is high that the $750 million cap (up from $330 million) will be available in Hollywood soon, political unrest in the country has made quick funding questionable.

    Pennsylvania: Legislation is under consideration to raise the state’s annual cap from $100 million to $125 million.

    Wisconsin: Senate Bill 231 in Wisconsin would provide companies with a 30% tax credit on wages paid to state residents working on productions. It’s been approved by the chamber committee, and is now ready to be voted on by the full Senate.
