Wisconsin

Governor Evers signed the state budget for 2025-2027, and reestablished the Wisconsin Film Office in doing so. The changes, effective January 1, 2026, include a 30% tax credit provided to qualified productions on resident labor and local spend in the state (capped at $250k per person). 

In addition, the biennial state budget allows for $5M in annual tax credits for filmmakers, with a per project cap of $1M. This includes a minimum spend of $100K for projects over 30 minutes, and $50k for projects under 30 minutes.

California

The Golden State expanded its film and television tax incentive from $330 million to $750 million annually earlier this summer (read more here). The California Film Commission opened an application window for television series in July, and saw a 400% spike in applications for tax credits last month. 

The recently instated program enhancements and expansions are drawing industry attention, and another application window will be opening August 25-27.

Virginia  

SB 1179, which proposed to make Virginia's film tax credit permanent and increase its annual cap from $6.5 million to $11.5 million, did not pass. The current program, set to expire after 2026, remains unchanged.
